Yes and NO, depending on your format and coverage. 21 mm is a start for really super wide on 135 format but it gives really only roughly 84 degree on horizontals, and 18mm gives true 90 degree when15mm gives 100 degree. To get the same horizontal coverage with a 4X5, this would require 52.4mm ( for 100 degree), & 62.5mm ( for 90 degree ), and for something like a 6X12 , the corresponding focal length would be 47mm & 56mm; similarly for 6X9, this would require 34.6mm & 41.3mm corresponding.
Now if we take a look at what one can get ( new just like the ZM 15 ) today. One would find that its kind of hard to find a LF lens that can do such coverage in the really LF. Instead lens for 612 & 6X9 used on LF with like film back is available. But the price of such lens after all the fuss might turn out just as much as the ZM15. ITs then a matter of how one shoot as no LF can really be termed portable nor compact although in use ( say Horseman 612PRO with a Rodenstock 35mm lens and 6X9 back ) would actually work pretty much the same ( with more bulk, more weight, and no metering nor any automation of course ), but then these kind of setup is hardly a LF, Technical field camera they might be.
But interestingly, if one really go LF (as in 8X10 or larger ) its possible to get lens that cover this ( a lens that covers 100 degree horizontal on a 8X10 need only be 106mm ). So I guess the notion is correct, but at then price is certainly not something akin to that of the ZM 15
